Continuing the Fight for a Stronger, More Fiscally Responsible Commonwealth - By State Representative Matthew Dowling
2/7/2019
We have entered a new legislative session where we have already seen much change as we experienced a shift in the House Republican Caucus leadership and welcomed 42 freshman members to our chamber, who were sworn in with us on Jan. 1.

With these changes, we are bound to see new initiatives being pushed, new perspectives being shared and new obstacles arise. However, one thing that will not change is our caucus’s dedication to continuing to fight for a stronger, more fiscally responsible Commonwealth.

As your representative, it is my honor and duty to voice your thoughts and needs to our chamber to ensure you are being heard and your rights as Pennsylvanians, and as Americans, are protected. It is because of this important responsibility that I plan on continuing to advocate for several key initiatives I strongly fought for last session, which I still believe will benefit you, the residents of our Commonwealth.
These initiatives are fairly simple and include:

Investing in and protecting small businesses and Pennsylvania taxpayers
Small businesses are the backbone of our Commonwealth as they provide quality jobs, goods and services to help boost our state’s economy and make our communities thrive. It is my plan to fight against any state tax increases that may negatively affect our small business owners or the average Pennsylvania taxpayer. I will also fight to ensure that our state government is more fiscally responsible when spending taxpayer dollars to prevent these funds from being used unnecessarily.

Defending the constitutional rights of all Pennsylvanians
In developing our country’s Constitution, our founding fathers developed the Bill of Rights which protect us and our freedoms from any government intrusion. These rights are in need of defense now more than ever, especially our Second Amendment rights. I will do whatever it takes to protect and defend these vital safeguards and ensure none of them are infringed upon. I have already begun by reintroducing my legislation that would repeal Title 18 of the PA Crimes Code, which deals with the declaration of emergency here in the Commonwealth, due to its obvious limitation of Pennsylvania citizens’ right to open carry.

Helping residents and families rise from poverty and embrace prosperity
An increasing number of families and individuals throughout Pennsylvania live at or below the poverty line and depend upon assistance from not only the state government, but the federal government as well. In order to help our fellow Pennsylvanians rise from poverty and regain their independence as individuals and as a household, I am reintroducing my Medical Assistance work requirements legislation this session. The main goal of this legislation is to promote work and community engagement among those who are able – the non-elderly, non-pregnant adult beneficiaries – and improve the mental, physical and emotional health of beneficiaries.

It is my hope that we as a state legislature are able to keep an open mind, work together and continue to do the people’s work as we embark on our journey through this new legislative session.
